Abilene, Texas, Emerges as Major AI Computing Hub with Hyperscale Development

Abilene, Texas, is becoming a significant center for artificial intelligence infrastructure following an $11.6 billion capital raise by Crusoe Energy Systems, aimed at constructing a large-scale computing facility for OpenAI. This development involves building what is projected to be one of the most substantial AI compute clusters globally, establishing the region as a key location for the expansion of AI capabilities.

The project, located at the Lancium Clean Campus in Abilene, involves building an eight-building data center complex with a power capacity of 1.2 gigawatts (GW). This infrastructure is designed to house up to 400,000 Nvidia Blackwell GPUs, facilitating frontier model training at exascale levels. Construction for the expanded facility commenced in June 2024, with the initial phase of two buildings, totaling 980,000 square feet and over 200 megawatts, scheduled for energization in the first half of 2025. The full 1.2 GW buildout is anticipated to be complete by mid-2026.

Crusoe Energy, which initially utilized flared natural gas to power data centers for cryptocurrency operations, has shifted its focus to providing AI infrastructure. The company now powers operations for entities including OpenAI and Oracle, employing a flexible energy strategy that integrates natural gas, wind, and solar resources.

The Abilene initiative is anchored by alliances with key technology sector participants. OpenAI and Oracle are co-leading the hyperscale deployment, referred to as "Project Stargate." Oracle has entered into a 15-year lease agreement to deliver a dedicated cloud layer for OpenAI. SoftBank and MGX are also participants in the funding and infrastructure development aspects of the project.

The development is projected to generate thousands of construction and technology sector jobs in West Texas. The facility incorporates liquid and air cooling systems aimed at managing the thermal requirements of large-scale GPU deployments. The project is expected to utilize a zero-water evaporation cooling system via a closed-loop design for direct-to-chip liquid cooling. The Abilene campus is also planned to include large-scale behind-the-meter battery storage and solar resources, designed to enhance grid reliability and optimize economic and carbon efficiency. The power plan incorporates natural gas turbines for backup power.

The shift by Crusoe Energy from cryptocurrency mining to AI infrastructure represents a significant strategic pivot within the digital infrastructure sector, leveraging existing energy development expertise to address the substantial power requirements of advanced AI compute workloads. The scale of the Abilene project is intended to establish a new benchmark for AI infrastructure buildouts.

Additional context indicates that the Development Corporation of Abilene (DCOA) has estimated the direct and indirect economic impact of the project's initial phase at approximately $1 billion over 20 years. Officials including Abilene Mayor Weldon Hurt and Taylor County Judge Phil Crowley have referenced the project's potential to generate employment and tax revenue benefiting the local community and county services.

Crusoe Energy states its mission includes aligning computing infrastructure with climate considerations, emphasizing the use of low-carbon energy sources and developing energy-optimized data centers to support AI growth.

Further information regarding Crusoe's activities includes a planned AI Hackathon in collaboration with Lowercarbon, focused on clean energy development, with OpenAI offering credits and mentorship. The Department of Energy is also scheduled to participate in a related public workshop.
